As population size increase and citizens demand faster response time; there is the need for simple but effective GIS products for first responders. Making the best use of GIS during an emergency relates to proper pre-planning including identifying and locating emergency assets, evacuation routing, and block plan design. Furthermore, post recovery activities are an important function that ensures the success of the emergency operation process.
