A National Spatial Data Infrastructure for Rwanda

This paper tracks the process of implementing a NSDI in Rwanda and presents a project in progress. Starting with a Conference on SDI to raise awareness at the various ministries and governmental organizations; pushing it forward via the development of a portal prototype containing metadata from selected ministries; and finally setting up a catalogue with metadata from all 15 ministries, the paper shows how spatial data can become structured and published in a less developed country like Rwanda.

Due to a limited internet bandwidth, but also due to the fact that real data sharing still is a hot topic, there is only metadata publicly accessible in the first phase of the SDI. In a second phase and after the lay out of fibre optic lines, map services will be added. At the same time a national data sharing policy will be developed to ensure a sustainable management of the SDI.
