Immediately following a disaster, access to current and accurate information is critical when assessing damage and developing a recovery plan. While post disaster damage assessment is spread across many departments, it is the Building Division's responsibility to conduct safety inspections of any impacted privately-owned structures and critical facilities. In order to provide this information real-time to policy makers and managers at the City's Emergency Operations Center (EOC), the City of Anaheim developed a GIS-based wireless field application, using Esri's Mobile GIS technology. Our application, ASAP (Anaheim Safety Assessment Program) converted a manual paper process of filling out ATC-20 damage assessment forms and compiling the results at the end of the day to an automated, real-time one. The results of the inspection posting and estimated damage amounts is captured in the field and communicated back to the EOC, where it is integrated with custom maps, required OES/FEMA reports, and GIS applications.
