Project Management: Staying Flexible in an Ever-Changing GIS/City Environment

The Department of Public Works for the City of Newport News has had a GIS-centric, Asset Management System for four years. The Department has had to remain flexible with its desire to complete the never-ending list of goals beginning with the request for proposals (RFP), to the project planning and the implementation phases for the system. Along the way, this project has had to overcome challenges ranging from system ownership, to staff department assignment, to change management and funding rules changes. Like many jurisdictions, new roadblocks continue to arise every year. We have found that many of these problems arise due to the positive attention the system and project receive with each successful step forward. This presentation will highlight past hurdles circumvented as well as those yet to surface as the system continues to evolve, grow, and flourish. The watch word should be, "Be prepared for anything".
