Abstract Hazards Analyst: North Carolina's New Tool for Disaster Preparation/Response Track: Disaster Management and Emergency Response Author(s): Hope Morgan, Richard Fogleman, Rick Prosser The State of North Carolina is committed to protecting the lives and property of its citizens. Planning for and providing basic and emergency services to high risk and special needs populations are critical to saving lives in the event of a disaster. Due to the dynamic nature of events such as hurricanes and ice storms, analyzing and reporting on conditions for emergency response requires close to real-time results. Manual compilation of these analyses can be time consuming, tedious and may take days to get results that are needed immediately for planning decisions. The State of North Carolina Floodplain Mapping Program and Watershed Concepts developed the Hazards Analyst tool, which automates such analyses to quickly provide information to planners for use before, during and after an event. Hazards Analyst is an extension to ArcMap and focuses on the analysis of populations via Census block group and block data.
