Building an Enterprise-GIS from the Ground Up in Midland, Michigan
Track: GIS Organization, Management, and Implementation
Author(s): Tony Foisy

Following a detailed city-wide needs assessment, a comprehensive three-year phased implementation plan was put into place and funding was secured setting forth an aggressive GIS strategy. The city acquired aerial photography, developed base map layers, and integrated existing IT resources with GIS. This powerful information was made available to all city staff using a suite of Esri products including the migration to ArcGIS Server with a SQL centralized eGDB, and the ArcGIS desktop suite. This presentation provides a look at how the City of Midland went from virtually no existing GIS to an enterprise-wide GIS for all city staff in the first year of implementation. Specifically, the presentation will focus on the implementation strategy, data development priorities, hardware software resources, integration with existing IT resources, and discuss GIS progress to date. This presentation is recommended for anyone interested in GIS implementation in local government.
