Assessing Storm Water Runoff Fees in Westminster, Colorado

The City of Westminster, Colorado, uses GIS datasets as the basis for determining storm water runoff fees to be charged to City water account holders. The City encompasses 33.5 square miles, and has over 31,000 water accounts that need to be assessed. On average, monthly revenue from storm water fees is $80,000, totaling nearly one million dollars per year that goes into maintenance and management of storm infrastructure. Input data from the billing and building permits divisions is combined with GIS vector representations of meter locations and impervious surfaces to calculate each meter's share of impervious surface. Depending on the water usage type (i.e. commercial, residential), one of a number of formula classifications is used in calculating an account's fee. To achieve this, ModelBuilder 9.2 was used to implement a series of automated processes. The ModelBuilder tools create billing consistency and provide useful methods for troubleshooting inaccurate data.
