DoD Environmental Liabilities Mapping/Inventory Pilot Study
Track: Defense and Intelligence
Author(s): Jennifer McCullough

In 2006, DoD hired Woolpert Inc. to perform an Environmental Liabilities Mapping and Reconciliation pilot study. This was performed across 14 Army, Navy, Air Force, and Marine installations. Major objectives included gathering all existing environmental liabilities and potential liabilities per the DoD Hazard Categories List and per the DoD environmental procedures/financial reporting processes. All geospatial data for sites/potential sites were collected and, in some cases, updated/corrected/formatted to fit in the standard personal geodatabase.Tabular data was also collected/compiled.Geospatial data was reconciled to Real Property parcel data for each installation and the results were analyzed to see how many EL sites/potential EL sites interact with currently owned, leased, and non-owned DoD real property. The effort was documented as were the processes involved and recommendations for stream-lining processes to fit with new DoD standards. A how-to manual was drafted for the Services/installations. This is a data call/effort that is intended to be deployed across DoD.
