The Civil Military Emergency Preparedness and the Role of GIS

Since 1998 the US Army Corps of Engineers (USACE) has been responsible for managing over 55 activities as part of the Civil Military Emergency Preparedness (CMEP) program, a Warsaw Initiative activity in Europe and Central Asia.

This presentation explains the rationale for the CMEP program and provides a short review of the evolution of GIS as a program component. Within the context of CMEP, GIS has evolved from the demonstration of a capability to the subject of seminars designed for single nations and GIS workshops involving GIS practitioners within a region. CMEP provides introductory and advanced GIS tracks in its workshops and is preparing to move to a four tiered sequence of increasingly advanced GIS concepts. Examples of GIS uses within CMEP are provided.
