Using of ArcGIS Server for National Property Information System

The successful development of NPIS significantly depends on main principles, including:

  • Existence of data exchange network (WAN/LAN);

  • Completed application of geodatabase and GIS-server technologies;

  • Existence of adequately qualified personnel;

  • Comfortable and safe delivery of property information to the interested party;

  • Simplified and consistent internal procedures within the system;

  • Decentralization of delivery of information on real estate to the customers;

  • Localization of registration of right on property at the registration office for the specific territory to avoid possible duplications;

  • The system theoretically should consist of three levels: rayon, region and center, where regional level (territories with equal data generation procedures and the same number of transactions, geographical location and partially identical ethnical-mental features) should periodically function/retreat in compliance with the system development phases and versions. National Property Information System is based on Intranet/Internet network. Special attention is paid to the bilateral communication network.
