Visualizing Freeway Traffic in the San Diego Region

The San Diego Association of Governments has pioneered a series of visualization techniques to make freeway performance measures more digestible to planners, decision-makers, and the tax-paying public. This paper describes in detail how California's Freeway Performance Measurement System (PeMS) data can be combined with the ArcGIS 9.2 Animation tool to create effective, comprehensible depictions of freeway performance by way of animation.
