Abstract Preplanned Response and Emergency Action System for Disaster Relief Track: Defense and Intelligence Author(s): Aaron Bernard, Kevin Johnson, Nathan Frantz, Joe Watts The US Army Corps of Engineers, Engineering Research and Development Center, Topographic Engineering Center has created the Preplanned Response and Emergency Action prototype system. This system has been developed utilizing the new Esri ArcGIS Server technology and is based on a distributed enterprise architecture that allows multiple users using multiple platforms to access, view, and analyze the same geospatial information for enhanced decision making. The core capabilities of this system enable accurate impact assessments, increase situational awareness, provide dynamic planning, and synchronize the response to international disasters. Field data collection capabilities have been developed for mobile devices that allow for impact assessment data collection in both connected and disconnected environments. Geospatial visualization and analysis in the form of an enterprise, web-enabled GIS capability has also been developed that mirrors the data collected from the field teams. This data is stored in a central database for a common operational picture.
