Cadastre Management at the City of Encinitas

The City of Encinitas acquired new orthophotography and topography data to build accurate and complete landbase layer to support several enterprise applications relying on high-quality GIS data. The accuracy of the features captured in the landbase needed to be improved to serve as reliable data inputs to the city's new land management and plan check system. The City selected WESTON to build the cadastral landbase. The project involved conversion of legacy land records utilizing coordinate geometry techniques to develop a cadastre fabric that encompassed the geographical extents of the City. The goal was to build the best representation of the cadastre data (improved accuracy) based on the record map data, with a strong emphasis on recent survey data while documenting legacy survey data. Adjustments of the cadastral fabric were done using the Least Square Adjustment (LSA) method. The cadastre fabrics will be used in both maintenance and enterprise GIS applications.
