Response Modelling for Mountainous Terrain

Growth through development and densification required an additional

Fire Hall and subsequent review of the Fire department travel time model.

The Fire and Engineering departments cooperated to review and compare

current response times to the National Fire Protection Association (NFPA)

travel time guidelines. Esri Network Analyst tools were used to develop

realistic travel times including turn and slope penalties then compared

against historical drive times. Esri Spatial Analyst tools were used to

review and evaluate the firefighter and engine distribution. Geocoded

incident locations enabled the firefighters to visualize incident clustering.

The resulting cooperative effort has provided the Fire Department with the

tools to demonstrate to City Council the results of providing the additional

fire hall, engine and firefighters to better protect Burnaby's citizens.
