Flooding is a serious problem that threatens life and property. The San Antonio River Authority (SARA), along with its regional partners, look to mitigate flooding on a watershed scale by implementing capital improvement projects (CIP). SARA is the mitigation planning arm for this partnership.



SARA has developed a CIP planning and tracking GIS web-based application to foster the creation of new CIP studies/mitigations. The system uses GIS to identify damage centers for possible mitigation. GIS is also used to analyze the benefits of proposed CIPs by displaying �pre� and �post� CIP flood inundation areas. A workflow facilitates the internal review of CIPs for such factors as environmental impact, cost analysis, and land acquisition. The system ultimately provides a summary sheet for regional partners in the decision making process for bond programs.
