AbstractCapital Improvement Project Planning and Tracking Track: Water Resources Author(s): Previn Wong Flooding is a serious problem that threatens life and property. The San Antonio River Authority (SARA), along with its regional partners, look to mitigate flooding on a watershed scale by implementing capital improvement projects (CIP). SARA is the mitigation planning arm for this partnership. SARA has developed a CIP planning and tracking GIS web-based application to foster the creation of new CIP studies/mitigations. The system uses GIS to identify damage centers for possible mitigation. GIS is also used to analyze the benefits of proposed CIPs by displaying “pre” and “post” CIP flood inundation areas. A workflow facilitates the internal review of CIPs for such factors as environmental impact, cost analysis, and land acquisition. The system ultimately provides a summary sheet for regional partners in the decision making process for bond programs.
