AbstractDeveloping a Stormwater User Fee Program Utilizing GIS Track: Water, Wastewater, and Stormwater Author(s): Tom Palko, Brandy Little, Nathan Lefkovitz With increased development and deteriorating stormwater infrastructure, Nashville Metro Stormwater Services required more funding to operate a stormwater program. Due to these needs, a GIS database and procedures were developed to create a stormwater user fee. The amount of stormwater runoff is directly related to the amount of impervious area on a property. Therefore, each parcel of land receiving stormwater service was assigned a fee based on its total impervious area. Through GIS analysis, billing units were developed based on the average impervious area of a typical residential unit. Impervious areas for commercial properties were calculated through visual evaluation of aerials and GIS. A tiered rate structure was developed for non-commercial properties using a tax database and mathematical analysis. The GIS database was integrated with Water Services customer account database for billing purposes. This stormwater user fee program is an equitable and sustainable way to address stormwater infrastructure needs.
