Wisconsin DNR Flood Insurance Mapping with Flood Map Desktop Software

Wisconsin DNR has standardized GIS operations on an Esri platform and is one of the few States that produce FEMA Digital Flood Insurance Rate Maps (DFIRM) with in-house capabilities through FEMA’s Map Modernization and Cooperating Technical Partners programs. In looking for an approach supplying WIDNR with process flexibility; ArcGIS investment leveraging; and process efficiency improvements; we found a freely distributed ArcGIS Desktop tool from PBS&J called Flood Map Desktop (FMD). Technical highlights include: cartographic map making; QA and database automation; vertical profile generation and linkage to GIS planimetric maps. Through a demonstration of WIDNR’s GIS mapping process, we will encourage other States to join the FEMA CTP program; actively manage flood hazards through GIS; and adopt GIS processes for producing the DFIRM.
