Modular Web Mapping Application Development Using ArcGIS Server

The City of Bellingham, Washington teamed with Woolpert to develop CityIQ, a web mapping and data application, using Agile development methods. The results have been amazing as the project is within budget, on schedule, and delivers the customizable functionality the city requires.
The CityIQ web mapping and data application was designed with a highly modular approach, enabling the system to grow and adapt to new user requirements, data sources, and technology improvements in a flexible manner. Advanced development technologies were utilized in both the client and server sides of the system, including Open Source JavaScript libraries and the ArcGIS Server JavaScript API to create multiple integrated, yet independent, mapping and data viewing modules that can be quickly developed or moved to other city websites as needed. The modules utilize both custom-developed and built-in ArcGIS Server web services to handle security, mapping, and data needs.
