AbstractA Custom ArcMap/ArcPad Application for Water Rights Enforcement Track: Water, Wastewater, and Stormwater Author(s): Fiona Renton, Mark Solem The Division of Water Rights maintains approximately 13,000 water right permits and licenses, 5,000 stock pond certificates and 11,000 Statements of Water Diversion and Use. Each of these water rights has a Place of Use (POU) defined on paper maps that specify where water is to be put to beneficial use. These maps aid in watershed management, the enforcement of state water rights statutes and the facilitation of administrative functions and communication. The Place of Use application provides standardized data capture from field GPS collection that can be compared with scanned, geo-referenced Place of Use maps that are stored in a central GIS database. The technology used combines both a desktop application and a mobile application. These applications are extensions to ArcInfo ArcGIS (Esri software) that write to the central GIS database (SDE) and customizations of ArcPad (Esri software) software on GPS units (Trimble GeoXT).
