Developing a Comprehensive Local Government Web GIS Solution

City and County government organizations contain numerous user audiences with varying spatial needs that can be difficult to serve. The City of Knoxville and Knox County developed a comprehensive ArcGIS Server based solution designed to provide a wide-range of functionality tailored to the needs of a diverse set of users. This presentation describes the drivers for developing the integrated set of applications and opportunities and challenges faced during development. Components of the solution discussed will include integration with a web content management system, the solution’s extensive use of web services, the importance of a well-planned and executed map service strategy, and specific custom functionality leveraging ArcGIS Server. Presenters will also discuss the benefits and difficulties of a multi-developer team to deliver a web GIS solution with functionality that meets user needs and presentation that meets user expectations for a wide-ranging target user-base.
