Characterizing Transit Accessibility in the Spokane Region

This paper presents the results of GIS-based analysis of the accessibility of transit stops in the Spokane Transit system. It is the culminating analysis of the pedestrian mapping component of the Spokane JARC (Job Access and Reverse Commute) program. The analysis employs the Network Analyst extension in conjunction with a fine-grained network model developed in the project. Using these resources, we characterize accessibility from every transit stop in the system to destinations within ¼ mile walking distance, for both ambulatory and mobility impaired persons. Accessibility is described and summarized with metrics and indices that identify gaps in accessibility and allow comparison among individual stops. Presented as well are summary measures and maps that portray the accessibility of the system as a whole. Also discussed is how the network data and the modeling results may be used to improve the accessibility of the transit system, as well the larger community.
