Applying Parcel-Level Data for SACOG’s Activity-Based Transportation Model

The Sacramento Area Council of Governments has developed and implemented an activity-based transportation model, which requires parcel-level land use and demographic input data. Activity-based transportation models apply a more-detailed analysis of travel behavior than traditional four-step transportation models. For example, instead of generating and distributing trips between macro-level zones in a study area, an activity-based model simulates all person-level tours of an entire population between individual parcels. This technique allows for more accurate and thorough accounting of land use as a variable influencing travel behavior such as vehicle miles traveled (VMT), and propensity to use transit and non-motorized travel modes. Consequently, applying precise and higher detailed land-use data introduces new challenges for data development and management. ArcGIS Desktop, in conjunction with ArcSDE, was proven to be useful in developing, maintaining and producing input data for the transportation model as well building and managing data production workflows and scenarios.
