Challenges in Developing and Managing a Regional Stormwater GIS

The Northeast Ohio Regional Sewer District is the agency responsible for wastewater treatment facilities and interceptor sewers in the Greater Cleveland Metropolitan Area. Recently, the District embarked on the implementation of regional stormwater management program – to provide comprehensive stream/watershed management activities across all or part of 61 communities and 4 counties. To help ensure successful implementation, a considerable amount of data and spatial analysis requirements need to be met. Prioritizing data collection (from hundreds of data sources) and application development while effectively managing costs, resources and end-user expectations is an extremely challenging undertaking. Additionally, integration of the stormwater GIS with the existing enterprise GIS, without diminishing existing level of service and limited staff resources, presents a series of administrative and economic challenges.

This paper/presentation will describe in detail the challenges and lessons learned in developing and managing a GIS to support the regional stormwater management program.
