A GIS ROI Assessment Case Study in a Developing Country

GIS has become a common tool for local governments and city managers. However, due to the high level of funding required, it is still difficult to get major decision makers involved and buy into this technology. It is even harder in developing countries where the scarcity of resources make it difficult to invest in GIS when other priorities such as education, health, or food security are waiting. A strategy to overcome this situation was to develop a business case for a GIS based tax management system using Esri’s ArcGIS and high-resolution imagery. The project demonstrated a very high ROI; for an initial investment of 480000 USD, it generated nearly 10 Millions USD.
