Oregon statutes require coordination of school district facility plans with city and county comprehensive plans but the mechanisms for this cooperation are not well developed. The non-profit Center for Innovative School Facilities is leading an effort to establish policies and resources to streamline cooperation in planning, and the Population Research Center (PRC) at Portland State University is assisting with the crucial demographic components of the effort. One key area is the standardization of population forecasts now done independently for schools and local jurisdictions. We explore how these separate efforts for disparate geographies may be coordinated for more efficiency and better results. A second area involves the use of GIS tools to plan at a micro-scale bringing city and county planning into better registration with school district planning. We show how PRC has done micro-level planning in forecasting school enrollments and suggest institutional arrangements to enhance school and community planning.
