Author(s): Go URAKAWA

A series of practical and effective systems for disaster response, including an Emergency Map Center and an application to build Victims’ Database, have been developed since the 2007 Niigataken Chuetsu-oki Earthquake. This was made possible by tightly integrating technology with disaster management. The expectations toward GIS in disaster management that was strongly hoped for during the 1995 Hanshin-Awaji Great Earthquake expectation is finally being realized and established in Japan.

The paper includes the following five topics:

·Local coordination

·Emergency Map Center

·A Proactive Government

·Damage Certificate Issuing System
