AbstractCadastral Framework and Development Issues in Ukraine and Baltics. Track: Cadastral and Land Records Author The development of a national cadastral framework in the Ukraine and the Baltic Republics (Latvia, Lithuania and Estonia) as well as in other parts of the former Soviet Union is a major undertaking in which Esri GIS has been playing a critical role since the early 1990's. This paper recounts the status of that process and underscores the major technical and administrative hurdles that have been overcome. However, the process has been beset by a number of issues, notably the complex history of ownership of former state property, establishment of geodetic controls and property boundaries, uncertainty about priorities and limited funding. The differences between the relative successes of the Baltic Republics and the relative lack of progress in the Ukraine also provides valuable insights into factors affecting this process which is essential to the integration of these newly independent nations into the global economic community and world geospatial data infrastructure.
