AbstractImplementing Government-Wide Enterprise GIS;The Federated Model Track: GIS Organization, Management, and Implementation Author The key features of "enterprise GIS" are three-fold. First is its ability to place the power of GIS and geospatial analysis into the hands of people to do their work. Second, is its ability to streamline information flow between entities, inside and outside of state government. Third, is its ability to take advantage of the strength of existing data collection, management, analysis, and distribution protocols that have independently developed in the agencies that do the work of state government. All of this is facilitated by ArcGIS and its ability to take advantage of "Service Oriented Architecture" (SOA). Through SOA, data can be managed by the people with the knowledge to do so, while it is shared to everyone who can use it. This approach provides for the ability to deliver authoritative information and a "single version of the truth," while managing access and honoring security and access restrictions.
