AbstractArcGIS Server & Adobe Flex for Critical Incident ManagementTrack: Disaster Management and Emergency Response Author In an effort to address the need for a Common Operational Picture (COP) for Critical Incident Management, the City of Rancho Cucamonga has designed a unique GIS application which addresses the needs of public safety officers. The GIS/ Adobe AIR application provides officers and Incident Commanders with standard protocols for CRITICAL INCIDENTS(Active Shooter, Fire, Flood, Terrorist Attack, and Chemical spills) under one common picture. The GIS application utilizes a user-friendly navigation interface along with dynamic imagery. The application also provides the ability to see school and city facility floor plans combined with panoramic views and emergency contact lists. These features make this application vital to Critical Incident Managers as they respond and handle these incidents. This application runs on Mobil Data Computers(MDC)located within public safety vehicles and affords them a common operational picture which reduces information redundancy and allows for a rapid response to the emergency situation.
