Cost Benefit Analysis for Enterprise GIS

Strategic planning process requires evaluation of the costs and benefits or Enterprise GIS. Quantifying the costs and benefits of Enterprise GIS is a complicated process due to complexity of the technology, difficulty in documenting tangible and intangible benefits, and others. A variety of approaches have been proposed to quantify the costs and benefits of Enterprise GIS. In this paper, the approaches for cost-benefit analysis for enterprise GIS will be summarized and a consistent approach proposed to be used to determine the costs and benefits of Enterprise GIS will be explained. In Enterprise GIS, costs mainly include staff, equipment, and other costs. Benefits mainly include increased effectivity and efficiency, cost avoidance, and improved access to spatial information for better decision making. Quantification of both costs and benefits require consideration of tangible, intangible, direct, and indirect ones.
