Vision Becomes Reality—Implementation of a Full-Featured Enterprise GIS
Track: System Implementation for GIS
Authors: Lyann Okada, Keith Croteau, Dan Mahar

The Honolulu Board of Water Supply (HBWS) has implemented a full-scale, "mission critical" enterprise GIS system, based on Esri ArcGIS technology. Esri "off-the-shelf" software is augmented by custom solutions to address a wide range of user requirements.
At the system's core is the GeoDatabase, including development, edit, and publish environments.
GIS editors use ArcEditor to maintain the integrity of the GeoDatabase. GIS functionality is delivered to hundreds of HBWS employees, using browser-based (ArcGIS Server) and mobile (ArcEngine) mapping technologies. GIS is integrated with other enterprise systems, such as IBM's Maximo work management system.
HBWS has created a data quality "feedback loop" by implementing a web-based redlining system which allows users to communicate data inaccuracies to editors. Recently, a system enabling users to add and share geo-referenced multi-media has been deployed.
Finally, HBWS has deployed monitoring software to insure that the enterprise GIS is as responsive and reliable as possible.
