Using GIS for Location-Based Response System for Licking County

The Licking County Area Transportation Study (LCATS) serves multiple agencies and government entities and has taken the initiative to facilitate the creation of a Location Based Reference System (LBRS) for Licking County. LCATS and other stakeholders throughout Licking County have successfully created GIS centerline and address data that meets strict LBRS standards set by the State of Ohio for transportation and E-911 activities. The project approach utilized Esri ArcGIS, SDE and custom desktop applications to analyze GPS data collected from the field and relate it spatially to high resolution imagery. Licking County was able to extract address information as well as other assets from the imagery with sub-meter accuracy. Other assets included: signs, hydrants, guardrails, traffic signals, bridges and culverts. The County, and all the municipalities within Licking County, now have an accurate dataset in which they can accurately geocode addresses as well as manage their assets.
