Track: Cadastral and Land Records
Authors: Earl Epstein, Bernard Niemann

Why Cadastres Triumph Elsewhere and Fail in America Leaving America's Land Records in Perpetual Chaos and Diminishing America's Ability to Plan and Manage Land

Some Americans have heard the word cadastre. Some use it. There is a Division of Cadastral Surveys in the Bureau of Land Management in the Department of Interior. However, most Americans lack a knowledge or understanding of what a cadastre is, what it does, and how it works. The common definition of a cadastre as a public record, survey, or map of parcels used for taxation is outdated. A modern cadastre is much more.

The features of a modern, American multipurpose cadastre (AMPC) will be described. We will also describe how the AMPC, with its emphasis on authoritative data, provides a basis for solution of America's land records chaos and thereby contributes to better land planning and management in 21st century America.
