A Comprehensive Geospatial DSS for Public Safety and Emergency Management

While the post 9/11 mushrooming of Public Safety and Emergency Management technologies revolutionized prevention, preparedness and response operations, it also posed new challenges. These include, interoperability, common operating view of situations and realtime data sharing at all levels of the organizational structure - either within a department, among agencies of an organization or among jurisdictions. This is more evident in areas like Southern California where the operational landscape spans across hundreds of adjacent cities. To this end, the City of Beverly Hills implemented UNITE GIS, which is an integrated spatial decision support system. This COP framework is built on Esris open Flex API and standards with special focus on ensuring integration of both internal and external technology as well as realtime data, advanced spatial analysis, ease of use, security, system availability, and scalability to allow use by other jurisdictions. This presentation highlights the considerations, implementation process and lessons learned.
