AbstractParadigm Shift in Managing Parcels at the Tax Assessor's OfficeTrack: Cadastral and Land Records Author Shelby County is the fastest growing County in Alabama. To maintain pace with the Counties growth the County undertook a complete overhaul of the tools and processes used to manage and disseminate property information. The yearlong project included migrating all of the parcel data from an Intergraph GeoMedia system to an Esri geodatabase and implementing a new parcel editing system centered on Sidwells Parcel Builder. A new web-based Parcel Viewer application was developed using the .NET ADF to disseminate these data to the internal County employees and the general public. A three-tiered authentication system controls access to specific data layers and reporting capabilities that is totally configurable with no additional programming. The system now integrates the Parcel data with the Tax data and deed records in a truly enterprise class infrastructure.
