AbstractSupporting Special Needs Populations through a GIS-Based Transportation Web ApplicationTrack: Transportation Author In 1998 the Washington State Legislature created the Agency Council on Coordinated Transportation (ACCT). The legislature found that people with special needs often could not access social, medical, or employment services because of transportation barriers. People with special transportation needs are defined in RCW47.06B as people 'including their personal attendants, who because of physical or mental disability, income status, or age are unable to transport themselves or purchase transportation.' This presentation describes how three organizations - a regional transportation agency (Spokane Transit), a local governmental GIS Program (Spokane County GIS) and a local university (Washington State University) -- in cooperation with local community services agencies, designed and built an ArcGIS Server 9.3-enabled transportation services web site.
