Mass Appraisal of Agricultural and Forest Parcels Using GIS
Track: Cadastral and Land Records

In 2009, the State of Montana conducted the first complete statewide reappraisal of agricultural and forest lands in over 40 years. This marked the first time the land values were assessed using GIS technology and soil productivity data from the Natural Resources Conservation Services. This presentation will detail the sequence of legislation, planning, data gathering, analysis, delineation, field checks, quality control and printing which led up to the mailing and review of over 280,000 individual maps and the equitable and uniform valuation of each parcel. This epic journey in mass appraisal demanded a careful analytical ballet between the NRCS data and a wide variety of sources including: city, county and state cadastral departments; U.S. Farm Service Agency; Montana Agricultural Statistics Services; and the University of Montana School of Forestry and Conservation.
