Where Is That Light? Developing a Citywide Signal Inventory

Considered St. Louis' front door, Interstate-64 (I-64) is the region's oldest interstate and primary east-west corridor, with millions of drivers traveling it annually. Due to aging and wear, an 11-mile section of highway was closed for reconstruction from January 2008 to December 2009.

To mitigate and minimize traffic volume shifts resulting from the reconstruction, East-West Gateway Council of Governments (regional MPO) and the City of St. Louis partnered to complete the City of St. Louis Congestion Mitigation project. The project developed an inventory of all traffic signals within the City limits to enable preparation for expected traffic demand shifts and to efficiently manage the system during the major closures. Using the information gathered and ArcGIS, a geodatabase was created for the 664 signalized intersections and their attributes. Furthermore, the inventory and other database elements will provide the City with tools for signal system management beyond the I-64 reconstruction timeframe.
