Understanding Resource Allocation Challenges Using GIS

Resource allocation is a problem faced by law enforcement entities, inspectors and other domains where work is spread across locations. Understanding where to focus people and commodity resources saves money. Geospatial Information Systems (GIS) is a logical tool to bring to bear in solving these problems. This presentation will describe the GIS concepts applied to understanding the key aspects of the resource allocation problem; where is the activity occurring, modeling the trade offs in response, and strategically assessing the best solutions. These concepts are realized by utilizing many facets of the Esri ArcGIS tool suite, which have been combined with other components to model, manage, and present the information. These tools allow for the interactive review, adjustment, and validation of qualitative or quantitative components of the information. This presentation will discuss how these techniques are being applied to problems in the homeland security domain.
