Release of the 2010 census population counts (P.L. 94-171) has obliged Greensboro, NC (population 250,000) to redraw its five council district boundaries to re-balance the population of each district. This paper addresses the development of an ArcObjects based application used by the public, staff and legislators to develop and analyze various redistricting scenarios. We will review our integration of the Census TIGER file with local datasets and discuss the role played by GIS in preparation of new boundaries and our Department of Justice pre-clearance submission. Lastly, we conclude with observations coming out of our experience.
With fall elections in 2011, we will be among the first to use the 2010 data. This presentation provides a preview of what many participants can expect to see when subsequently using the census data for fall 2012 elections.
