NYC Infrastructure Distribution Dataset: Complex System, Simplistic Update Management

The City of New York has one of the largest and most intricate infrastructure distribution systems in the world. However creating and maintaining its geometric dataset is not as complex as its real world counterpart.
This database shows that a complex set of tools is not required to build or maintain such a network. The goal was not to be 'tied down' to custom applications which would require additional long term support.
In this presentation I will demonstrate how out of the box ESRI tools are used to create and maintain the data including the use of geometric rules, attribute transfer, spatial join and ESRI supported Water Utilities Toolset.
Time permitting there will be discussion on how using spatial views in SDE can overcome privilege restrictions, and minimize creating multiple annotation feature classes.
