The development of PACAF's Air Force Incident Manager, conined AFIM, for use during large and small scale emergency repsonse incidents. This presentation will explore some of the driving factors and issues that pushed PACAF to explore alternative C2 (Command & Control) opetions through its GeoBase program and what capabilities were brought to bare for the Emergency Management communities.
