Land Recertification: Growing High Return on GIS Investment in Nigeria

Land recertification is one of the most discussed topics in Nigeria due to the Federal Government Land Reform policies. Consequently, various State Governments have commenced the process of creating viable economic database and providing frameworks to effectively combat urban degradation of emerging urban centers through the implementation of ACCELLERATED LAND TITLING AND RECERTIFICATION PROJECT (ALTREP) using GIS.

This policy is aimed at the regularization, ratification and certification of property titles, in order to improve land administration processes in an automated solution that is cost-effective, reliable and scalable, and which integrates land administration with cadastral. The automated solutions chosen include ESRI GIS Software, Hardware and Network which represent the state of the high performance infrastructure. This paper will describe the revenue derivable on the project by some States in Nigeria as fact based and benefit focused growing high return on GIS investment, examine in details the opportunities and challenges being faced.
