Determining and Analyzing Storm Water Outfalls Using GIS

SD1 is a regional agency in Northern Kentucky that manages the treatment of waste water. Since 2003, SD1 has also played a large role in managing storm water for thirty-three municipalities within its jurisdiction. Recently, the vast majority of these governments transferred their storm water infrastructure to SD1. Now that ownership was established for these physical assets, it was necessary, using a certain set of criteria, to establish which outfalls were considered 'major' thus warranting inspection in order to meet NPDES Phase II Storm Water regulations. Additionally, ownership for the open outfalls to Waters of the Commonwealth had to be established. This paper will discuss how GIS played a role in first determining where the outfalls discharged, second, how ownership of open outfalls was established, and finally how through the use of Spatial Analyst, the area that drained to these open outfalls was calculated.
