Government Transparency in the Management of Mesa's Capital Improvement Program

In an effort to provide greater transparency, the City of Mesa utilized GIS and implemented an interactive web mapping solution to assist in managing, tracking, and coordinating projects within its 5-year Capital Improvement Program schedule and related bond packages. Utilizing ArcGIS software and ArcGIS Server an Adobe Flex web mapping application was created to track projects through their lifecycle. City staff, elected officials and citizens can query or view project status, project type, locations, as well as detailed project budget information. Combined with the city's new on-line bond expenditure tracking application and an interactive lane and road closure web map identifying the locations of traffic impacts once project work and construction occurs, Capital Improvement Program projects can be followed from the proposed stage to completion.
This presentation will focus on the process improvement achieved, the implementation steps involved, and planned demonstration or example of the applications.
