INGREDIENTS FOR A SUCCESSFUL AMERICAN MULTIPURPOSE CADASTRE (AMPC)

Twenty years ago Wisconsin began a journey to modernize the land information-cadastral systems in its 72 counties. This modernization was funded by an increase in the property transfer tax, a tax recently increased. At this point, this fund has provided about $120 million for the modernization of these county-based systems. The investment by each county varies depending upon the number of transactions.

Implementation success varies. We have identified sixteen ingredients that can be used to evaluate and explain this variance. Each ingredient is defined. Examples of these ingredients include the level of the system's authoritativeness, completeness, reliability and validity. Other examples include the level of the system's ease of access, interoperability and sustainability.

We use the presence, absence, and extent of these sixteen ingredients to help explain the differences in the level of
success.
