The paper aims to propose a Global Geographic Coding and Addressing System (GGCAS) and to demonstrate how to use it to manage spatial development. To fulfill its aim, the study depends on both secondary data and primary data collected from the field including field surveys, questionnaires, and interviews with samples of individual citizens, planning experts, and municipal officials in selected urban utility providing agencies. Data was analyzed using regional analysis techniques such as descriptive statistic. Several computer software packages were utilized such as the Geographic Information Systems GIS and Global Positioning Systems GPS. By offering proposed coding system, the study is envisaged to contribute to the ongoing development. The system and the accompanying analysis resulting from the study will provide individuals and institutions with better method to conduct their daily interaction and activities; and as such to direct their development decisions toward better levels of quality of life and environment.
