Abstract

Transit Oriented Development Scorecard for the City of Los Angeles
Track: Urban and Regional Planning
Authors: Will Fourt

With 60 rail and bus rapid transit stations, Los Angeles is quickly emerging as a national leader not only in public transit but also in transit-oriented development (TOD). DC&E is now preparing a study examining the potential for additional TOD, to be used by the Mayor's office for acquiring funding from local, State and federal sources. The study has established 40 criteria defining the components of a "Sustainable Transit Community," a neighborhood around a transit station that encourages and supports transit ridership. Most criteria have been developed through extensive GIS analysis. Examples include the linear feet of streets within a half-mile walk of the station, and acreage of development opportunity sites in the station area, which have been identified through extensive analysis of assessor data. DC&E has applied these criteria to all 60 stations, and combined them through a weighted average to identify those with the greatest future potential.
