ReThinking GIS: Using GIS to Address Central Florida's Roadway Congestion

The Florida Department of Transportation District 5 in Central Florida has created a program called the Regional Commmuter Assistance Program (RCAP), otherwise known as ReThink to help planners address Central Florida's growing roadway congestion problem. The goal of ReThink is to reduce roadway congestion by encouraging Central Florida work commmuters to consider transit (bus/commmuter rail), carpooling, carsharing, and biking/walking as an alternative to driving alone to work. Using these types of Transportation Demand Management (TDM) Strategies offer unique challenges since the region boasts greater than 70% drive alone statistics daily. However, by using GIS technology through the power of ESRI ArcGIS software, the ReThink program can effectively reach out to the Central Florida communities and top employers to encourage citizens and employees to ReThink their commutes. This presentation will provide in-depth GIS mapping and data analysis techniques that have been implemeted successfully into the ReThink program.
