The overall objective of NRADS is:
Provide the opportunity for data-led decisions for reducing accidents and injuries on the Vietnamese road network using results from analyses based on comprehensive information on road accidents.
and specific objectives are:
(a)To have available at all times a comprehensive road accident database with reliable and updated information for a large and well-defined proportion of the road accidents.
(b)To have an analysis system available to all interested stakeholders, which will identify road safety problems that can be targeted through a variety of specific interventions.

The system shall have:
User interface, report, Full relational database functionality, GIS mapping capability for accident analysis including plotting options, polygon searches, query of data through accident plot map, defining subsets of data from the plot map;
.Specialized road accident analysis capabilities including generation and sorting of stick and pin diagrams, search routines for black spots and monitoring of accident sites
